"Interoperability – a challenge for Polish and European public services supplied electronically"
The Ministry of the Interior and Administration organized an open conference devoted to interoperability issues in Poland, which served as an introduction to the debate on the method of implementation in our country of the rules arising from the European Interoperability Framework 2.0 and European Interoperability Strategy.
The conference entitled "Interoperability – a challenge for Polish and European public e-services" was attended by representatives of public entities to which the Act on the Computerisation of Activities of Entities Performing Public Tasks applies, as well as by scientists and representatives of social and economic organizations.
During the first part of the meeting, representatives of the Ministry of the Interior and Administration - Dr Wojciech R. Wiewiórowski (Director of the Computerisation Department) and Maciej Groń described the legal framework for implementing the rules of interoperability of computerised systems and registers in Poland and in the European Union. Dr Grzegorz Bliźniuk (an engineer from the Military Technical Academy and the Undersecretary of State at the Ministry of the Interior and Administration between 2005 and 2007) presented the experience of other countries. Professor Bolesław Szafrański, a Habilitated Doctor representing the same higher education institution, discussed the role of reference register resources in the development of the national information infrastructure. As had been expected by the organizers, the most heated debate was sparked off by the paper of Krzysztof Siewicz from the Leiden University, entitled "Open standards in computerisation – legal framework and implementation procedures", in which he presented a view that in order to comply with the currently applicable legal provisions, open standards should be used by the entire public administration wherever such standards exist. It was followed by the presentation of Mr Paweł Krawczyk (ISOC Poland, ipsec.pl), who assessed the manner of implementing interoperability principles in the newly-launched systems of public administration services. A practical analysis of the European Interoperability Framework 2.0 and the European Interoperability Strategy was carried out by Michał Jaworski (Polish Chamber of Information Technology and Telecommunications) and Wiesław Paluszyński (Polish Information Processing Society). The concluding remarks were delivered by Marcin Ozurkiewicz (Joint Central and Local Government Committee, Association of Polish Counties) in a speech entitled "Interoperability in the context of public services, accomplished by means of a multichannel platform for the electronic provision of services" and by Kazimierz Schmidt (The Main Directorate for National Archives) in a speech "Beyond the framework of the Computerisation Act".
