4th National Conference on Combating and Prevention of Trafficking in Human Beings

On 22 October 2009, the 4th National Conference on Combating and Prevention of Trafficking in Human Beings was held in the building of the Chancellery of the Prime Minister. The Conference was organized by the Team for Matters of Trafficking in Human Beings of the Migration Policy Department at the Ministry of the Interior and Administration, to mark the European Anti-Trafficking Day.

The Conference was opened, on behalf of Mr Piotr Stachańczyk (the Undersecretary of State at the Ministry of the Interior and Administration and the President of the Interdepartmental Team for Combating and Prevention of Trafficking in Human Beings), by Mr Piotr Mierecki - the Deputy Director of the Migration Policy Department at the Ministry of the Interior and Administration and the Team’s Secretary.

The participants of the Conference (about 150 people) included representatives of law enforcement authorities, such as the Central Unit for Combating Trafficking in Human Beings of the General Police Headquarters, voivodeship coordinators of the police for issues of trafficking in human beings, coordinators from units of the Border Guard, anti-trafficking consultants from public prosecutor’s offices and the National Public Prosecutor’s Office, representatives of the Central Labour Inspectorate and the regional labour inspectorates, educational and training establishments, the Warsaw Family Assistance Centre, voivodeship offices, lecturers from police schools and border guard schools, judges, representatives of the academic world and non-governmental organizations.

At the plenary session of the conference, the participants were informed about the implementation of the National Action Plan Against Trafficking in Human Beings for 2009-2010. In addition, representatives of the Team for Matters of Trafficking in Human Beings from the Migration Policy Department of the Ministry of the Interior and Administration and of the “La Strada” Foundation Against Trafficking in Persons and Slavery presented an overview of the experience gained during the completion of two tasks assigned by the Minister of the Interior and Administration, i.e. Programme for support and protection of the victim/witness of trafficking in human beings and the National Intervention and Consultancy Centre for Victims of Trafficking in Human Beings.

Representatives of the Warsaw Branch of the International Organization for Migration, the company Saatchi&Saatchi Communications and MTV Networks Poland outlined the objectives and methods of carrying out an information campaign on trafficking in human beings entitled “Trafficking in Human Beings is a Fact” and presented a spot entitled “Tape”.

After listening to the speeches of experts in specific fields, the participants took part in discussions in three working groups, debating on issues such as: trafficking in human beings for forced labour, the model of support and protection of a child-victim of trafficking in human beings and preventive measures with respect to trafficking in human beings. The recommendations from the discussion will be used in the work of the Interdepartmental Team and its Working Group.
