On 13 January new legislation enters into force on the basis of the act amending the act on the safety and security of mass events and a few other acts. It imposes stricter criminal penalties on persons that pose a threat to the safety and security at mass events. It also extends the powers of a stadium ban to away matches.

Talks on Polish-U.S. cooperation in combating terrorism, EURO 2012 safety and security, crisis management, bioterrorist threats and training of special police units were held in Warsaw at a meeting of the Joint Polish-U.S. Working Group on Combating Terrorism.

06.02.2012Local border traffic with the Kaliningrad Region
An Agreement between the Government of the Republic of Poland and the Government of the Russian Federation on the Rules of Local Border Traffic was signed on 14 December 2011 in Moscow. The residents of the area covered by the agreement, including parts of Pomerania, Warmia and Mazurian regions, are not obliged to acquire a visa to cross the Polish-Russian border. It is enough for them to present a valid passport (travel document) and a special permit for local border traffic. The agreement on local border traffic covers only land (road and railway) border crossings.

On 14 December 2011, two days after a Belarusian opponent Ales Michalewicz was arrested at the Warsaw Okęcie Airport, Minister of Interior Jacek Cichocki met with Deputy Minister of Foreign Affairs Krzysztof Stanowski and representatives of the Polish police. The talks concerned cooperation of the Polish law enforcement bodies with Interpol and necessary changes.

06.02.2012More than 860 applications for immigration amnesty
Since the beginning of January when the amnesty was launched, more than 860 immigrants requested legalization of their stay in Poland, with most applications submitted in Mazowieckie Voivodship. Most applicants come from Vietnam, Ukraine and Armenia. Requests for amnesty are accepted until 2 July 2012. Amnesty is granted for 2 years.

The first formal session of the Justice and Home Affairs Council of the Polish Presidency took place in Brussels between the 22nd-23rdof September. The main topics discussed by the EU Home Affairs Ministers included the expansion of the Schengen area as well as the creation of a Common European Asylum System.

In Nowa Dęba, in the Podkarpackie voivodship, the EU Carpathex 2011 rescue services exercise has ended. The Minister of Interior and Administration, Jerzy Miller and the EU Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, Kristalina Georgieva took part in a special display on a railway ramp.
