Stanisław Rakoczy was born on 13 October 1958 in Biadacz. He is a graduate of the Agricultural University in Wrocław. Moreover, he holds a postgraduate degree in management in government and self-government administration.
For many years, he has been related to self-government administration. In the years 1994–1998, he was the president of the City Council in Kluczbork and in the years 1999–2006 he was a starost of the poviat of Kluczbork. In the years 2004–2006, he was a member of the Committee of the Regions in Brussels where he sat on the Commission on Regional Development and Commission on Environmental Protection. After the self-government election in 2006, he became Vice-Marshal of the Opolskie voivodeship.
In 2007, he was elected sixth-term Member of Parliament in the Opolski district from the Polish People's Party list. In the Sejm, he was, inter alia, the president of the Commission for Special Services and the president of the Commission for the European Union. He also worked for the Sejm Commission for Health.
