Secretary of State

Having graduated with distinction from the Faculty of Law at Jagiellonian University in Krakow , he passed a judicial exam completing his legal training with in 1988. He participated in a crisis management course organised by the Department of State of the United States of America in Washington in 1990 and in Warsaw in 1991.

In 1985-1994 he was an assistant lecturer at the Faculty of Law at Jagiellonian University in Kraków. From May to August 1990 he worked as a chief specialist in the Ministry of Interior. In 1990-1991 he held the position of Cabinet Director of the Minister of Interior. In 1991-1992 he was Deputy Director of Social and Administration Department of the Ministry of Interior. From 1992 to 1993 he was Undersecretary of State in the Office of the Council of Ministers, where in March 1993 he was appointed a Plenipotentiary of the Chief of the Office of the Council of Ministers. From 1993 to 1994 he held the position of Deputy Director in the Department of Civil Affairs at the Ministry of the Interior. In 1994-1995 he was Deputy Director of the Consular and Emigration of the Ministry of Foreign Affairs, and from 1995 to 1998 Director of the Consular and Emigration Department of the Ministry of Foreign Affairs. From September to November 1998 he worked as Director of Legal and Consular Affairs Department of the Ministry of Foreign Affairs. In 1998-2001 he held the office of Undersecretary of State in the Ministry of the Interior and Administration. As a member of the Team for Poland's Accession Negotiations to the European Union, was responsible for the area of internal affairs. In 2001 he was appointed a plenipotentiary for the establishment of the Office for Aliens and Repatriates (currently Office for Foreigners). From 2001 to August 2007 he was Head of the Office.

He is also a co-author of all legal acts on migration, repatriation and citizenship adopted by the Polish Parliament (Sejm) since 1997, author of such publications as Cudzoziemcy – praktyczny komentarz do ustaw, and co-author of the book Cudzoziemcy – komentarz (Foreigners. Commentary), Warsaw 2005.

He is 45 years old, married with one child.
